I found the video to be very interesting. I feel that Substance Abuse can be both a disease and criminal depending on the individual. Substance Abuse can become a disease if the individual has no control over their lives and no resources available as far as treatment centers. As the video pointed out over $23,000 a year per individual is spent on incarceration with drug problems.
